Today, following the historic agreement of the Abraham Accords signed in 2020 , which opened the gates for new opportunities, the volume of Japanese investment in Israel reached nearly 3 billion USD accounting for 16 %of the total foreign investment to Israel in 2021 . Currently Japanese companies are getting more and more interested in the various Israeli technologies such as cyber security, AI, mobility, climate-tech, food-tech, and healthcare. In light of this development, the Government of Japan and the Government of the State of Israel jointly decided to launch the Joint Study Group on the possibility of a Japan-Israel Economic Partnership Agreement (EPA) in November 2022 . Beyond that, just a fewmonths agoDefenseMinister Hamada Yasukazu and Israel’s Defense Minister Benny Gantz signed a security agreement that will enable the strengthening of the defense, military and strategic cooperation between our two countries. In the wake of all these great achievements, this year we are celebrating the 70 th anniversary of the diplomatic relationship between Japan and Israel. I amhonored to be able to celebrate this important landmark as Ambassador of Japan to Israel and towitness bymyself that Japan and Israel are like-minded countries that share such universal values as democracy, free trade, rule of law and free navigation. It is natural that our two nations should deepen our cooperative and strategic relations evenmore. While Israel continues to lead high tech innovation in a variety of fields, Japan could help provide a gateway to the world for Israeli companies that look to advance to global markets. I amvery confident that business cooperation will play a key and core role in upgrading our bilateral relations toward the future. I also understand that direct flights between Japan and Israel will be launched soon, whichwould surely promote further people-to-people exchanges between our two countries. With such positive developments, I do hope that we will be able to enjoy a full-scale advancement of our strategic relations and cooperation to a higher dimension. Yours, MIZUSHIMA Koichi Ambassador of Japan to Israel 深い感謝の意を表したいと思います。 今日、2020年に締結されたアブラハム協定の歴史的合意により、新たな機 会の門が開かれた後の2021年、日本の対イスラエル投資額は約30億ドル に達し、対イスラエル外国投資総額の16％を占めています。現在、日本企 業はサイバーセキュリティ、 AI 、モビリティ、気候技術、食品技術、ヘルス ケアなど、イスラエルの様々な技術にますます興味を持つようになってい ます。このような状況を踏まえ、2022年11月には、日本国政府とイスラエル 国政府は、「あり得べき日・イスラエル経済連携協定（ EPA ）に関する共同 研究」を立ち上げることで一致しました。それ以外にも、つい数カ月前に浜 田靖一防衛大臣とイスラエルのベニー・ガンツ国防大臣が、両国の防衛・ 軍事・戦略協力の強化を可能にする安全保障協定に調印したばかりです。 このような素晴らしい成果が生まれながら、2022年には、私たちは日本と イスラエルの外交関係樹立70周年を迎えました。私は、駐イスラエル日本 国大使としてこの重要な節目を祝うことができ、また、日本とイスラエルが 民主主義、自由貿易、法の支配、自由航行といった普遍的価値を共有する 同じ志を持つ国であることを自分の目で確かめることができ、光栄に思っ ています。 両国が協力関係や戦略的関係をさらに深めていくことは当然 のことです。イスラエルは様々な分野でハイテク技術革新をリードし続け ていますが、世界市場への進出を目指すイスラエル企業にとって、日本は 世界へのゲートウェイとなり得る存在です。ビジネス協力は、将来に向け て二国間関係をアップグレードする上で、重要かつ核心的な役割を果たす と確信しています。 また、日本とイスラエルを結ぶ直行便がまもなく就航し、両国の人的交流 がさらに促進されると聞いています。 このような前向きな進展により、私たちの戦略的関係や協力関係がより高 い次元へと本格的に前進することを期待しています。 敬具 水嶋光一 駐イスラエル特命全権大使
