מגזין המים הישראלי הנדסת מים 26 2019 תקצירי כנס איגוד המים הישראלי The Dut ch norm NEN2767 Condition Assessment for Water infrastructure Mr. Ziv Amit MSc, AM4U Consultancy, the Netherlands (member of NEN commission 2767) The function of any system responsible for the production and supply of drinking water, or wastewater treatment, both according to the highest standards, is relied on regular inspection, analysis of field data and appropriate maintenance. Lack of maintenance and care might cause continuous malfunctions, disruptions and eventually high risks and unnecessary costs. The inspection data from the field delivers the basic grounds for the rest of the maintenance process. Inaccurate data might mean wrong decision making and false investment of maintenance funds. The need to obtain an accurate and objective inspection data was the trigger for the formation of the Dutch standard NEN2767. The standard has been broadly developed some 10 years ago for any infrastructural asset owner. The Dutch Water Sector has widely and successfully adopted the standard in it ׳ s regular maintenance process. The Dutch standard Institute (NEN) is currently in a process of introducing the NEN2767 to the rest of Europe. AM4U has recently approached the Israeli Standard Institute for the same goal. NEN2767 fills an important niche within the ISO 55.000 standard for Asset Management. The Standard The Dutch standard NEN2767 is an objective methodology to determine the actual technical condition of an existing Asset Components of infrastructural objects. The standard is based on observation and evaluation of the Significance, the Intensity and Extent levels of defects and malfunctions of Asset Components by skilled inspectors. The Significance of some 160 defect types has been categorized in three standard levels. The Intensity (three levels) and Extent (five levels) of defects are categorized by the inspectors in the field. A standardized matrix of those three factors delivers a rating number in a scale of 1 to 6 that reflects the technical condition of the Asset Component. Grade 1 – supreme condition (new) and Grade 6: Very bad condition (end of lifecycle). Why Standard? Why is this standard better than other rating methodology? Asset Owners worldwide are using different scales to grade the technical condition of an asset and determine the need for maintenance or replacement. None of those methodologies is objective. In most of the cases one may trust on the inspector ׳ s subjective observation, perspective and his personal diagnosis, or his gray hair…. In the methodology of NEN2767 the technical score is a re-productional number that can be back traced, verified and validated. Which means highly reliable condition score that reflects reality and not just a personal meaning. More benefits? Other benefits of NEN2767 for the water industry: • Mathematical analogy between the Condition Score and lifecycle of built environment. • Standardized hierarchical logic structure of attributes for infrastructural objects. • Risk assessment for determination of priorities.
